Grant Reforms and Office of Management and Budget (OMB) Circular Update - February 2013
In response to public comments submitted last year, the Office of Management and Budget (OMB) has released the Proposed Guidance for "Reform of Federal Policies Relating to Grants and Cooperative Agreements; Cost Principles and Administrative Requirements (Including Single Audit Act)". Included on this website are a link to a Summary of Changes document (same text as noted above), a link to the full text and six (6) additional links to various crosswalks between the current circulars and the Proposed Guidance.
A 120-day public comment period closed on June 2nd, 2013. ORS submitted the official institutional response on May 31st, 2013. OMB Potential Reforms - February 2012
The Office of Management and Budget (OMB) published a notice in the Federal Register asking for public comment on potential reforms to federal grant policies contained in OMB circulars such as A-21, A-133, and A-122. These include ideas that would standardize information collection across agencies, adopt a risk-based model for single audits, and provide new administrative approaches for determining and monitoring the allocation of federal funds.
